Democratic Congressman Cleo Fields says it’s “highly unlikely” he’ll win reelection if Louisiana’s congressional map is redrawn. Fields was first elected to the House of Representatives in 1992. He lost his seat, then won a different one in never-ending redistricting battles. “When there's a Voting Rights [Act] seat created,” says Fields, “It doesn't guarantee a Black anything.
