A report from the state Legislative Analyst’s Office recommends charging out-of-state students an additional $6,000 in tuition for new undergraduates at UC Berkeley, UCLA and UCSD to generate increased revenue for the university. Undergraduate students from other states and countries pay nonresident supplemental tuition in addition to the mandatory tuition and fees paid by all students across the UC system. For the 2026-27 academic year, in-state tuition excluding fees is $15,588, while out-of-state tuition excluding fees is $54,858, which is $39,270 higher. Under the university’s Tuition Stability Plan, tuition rates increase annually for new incoming undergraduate classes, and continuing undergraduate students pay a fixed rate for up to six years.
