After the departure of Leonard Horn as CEO in 1999, the Miss America Organization suffered financial setbacks, including pushback from both the casinos and the local government of Atlantic City.
Therefore, the organization decided to move its program to Las Vegas for the 2006 pageant. This change severed ties to a lot of Atlantic City businesses, the hostess committee volunteers, and even the local board of directors.
