Ammar Suleiman, Major General and Director of Syria's Military Medical Services Directorate, served as a key architect of the Assad regime's system of concealment. Through his authority over military hospitals and detainee death management, Suleiman oversaw the transfer of thousands of bodies from Sednaya Prison to secret mass-grave sites, the falsification of death certificates, and large-scale operations to hide evidence of torture and execution, including "Operation Move Earth," which relocated mass graves to remote desert locations in al-Dumayr.
