Federal prosecutors say a Tucson-based Air Force staff sergeant and his spouse carried out a years-long scheme involving medical device orders made through Davis-Monthan Air Force Base. According to the U.S. Attorney’s Office, Staff Sgt. Richard Stefon Ramroop and Manuel George Madrid were indicted on 12 counts, including conspiracy to commit theft of government property, wire fraud, and money laundering. Investigators allege that from January 2022 through December 2025, Ramroop used his position inside the base pharmacy to order thousands of medical devices using Pentagon-funded government accounts. Prosecutors claim those devices were then diverted and resold, generating more than $11 million in proceeds that were deposited into accounts controlled by the couple. The indictment also says the orders cost the government more than $3 million.
