Under the Contagious Diseases Acts, women suspected of prostitution in certain military and naval towns could be forced into a system of examination, detention, and control. The law said it was about disease. About protecting soldiers. About protecting sailors. But it did not follow the men. It followed poor women. Working women. Women walking alone in the wrong street. This story follows Ellen, a composite character based on the women caught in that system. She was not tried. She was not convicted. But suspicion could be enough.
