Speaking on PTB, Bajraktari notes that Treasury Secretary Bessent used the stronger "cannot" language — suggesting the U.S. is demanding Iran be physically incapable of building a nuclear weapon, not simply committed to not building one.
The difference isn't semantic. It's the difference between a verifiable agreement and a promise.
