Fair question. Here's the real answer.

Not every city votes the same way. Chicago and Springfield, Illinois are completely different political environments. Springfield (and other regions in democratic states) has favorable landlord laws.
The other big factor is the number of units I own because it justifies the risk.

If I owned a 12-unit in Springfield? Probably wouldn't do it. The state-level politics don't favor landlords and one bad tenant situation could hurt the whole asset.

But when you own enough units, a couple of issues don't bother you. You can weather that storm because the overall asset is large enough to handle it.

Think about markets like an investor, not red vs blue. Find favorable landlord laws, high unit count, and see whether the math justifies the property.
