A chaotic scene unfolded early Sunday morning as Ottawa Police responded to reports of a disturbance at an alleged illegal after-hours bar on Bank Street around 3:40 a.m. Video from the scene appears to show officers attempting to gain control of the situation while a large crowd gathered outside the establishment. Witnesses say a man became upset after being recorded, knocked another person’s phone out of their hand, and a physical altercation broke out moments later.
