The promise of silky hair, scalp massages and stress relief is drawing curious customers to a new kind of spa experience in Milwaukie. Moii Head Spa opened about six months ago in the Safeway Shopping Center on Southeast King Road. It’s the second venture for husband-and-wife team Daniel and Katie Chen, who also own O Chi Reflexology at Clackamas Town Center.
