A Phoenix man is facing a murder charge after police say a man was found passed away, tied to a wheelchair in extreme heat. Phoenix police say Hector Corrales, 41, was arrested after officers found the man Thursday night near a canal by 24th Street and Fawn Drive, just south of Baseline Road. According to police documents, the man was tied to the wheelchair with plastic bags while temperatures were around 105 degrees. Investigators believe another man may have also been involved, but that person has not been publicly identified. What should happen in a case like this?
