Today, July 1, the Behavioral Health Services Act (BHSA) officially goes into effect! Passed by voters through Proposition 1 in 2024, the BHSA represents one of California's most significant behavioral health policy reforms in decades. It builds on 2004’s Mental Health Services Act (MHSA), which transformed how mental health services are funded and delivered across the state.
