The mother of Jor'Dynn Duncan, the 7-year-old Bayport girl who prosecutors said was tortured and killed by her legal guardian last year, has filed a notice of claim — seeking $250 million in damages — against Suffolk, its child welfare agency and several other entities and individuals for allegedly failing to adequately monitor the girl’s foster care placement before her death.
The notice of claim was filed by attorneys for Jor'Dynn's mother and alleges that Suffolk and the other parties acted with "negligence, gross negligence, recklessness, deliberate indifference, emotional distress, civil rights violations, and racial discrimination" in the monitoring and supervision of the second grader, who died Dec. 29.
