Gloria said Rosa, who was born in Tijuana and grew up in San Diego attending Montgomery High School and Southwestern College, embodies the city's "grit, heart, and binational spirit." Rosa called it "an indescribable honor," writing, "I carry this honor with pride as I continue representing my people on both sides of the border." It is the second day proclaimed in her honor.
