A ticket could count towards FIFA’s figure once it had been sold, regardless of whether anyone actually entered the stadium. Meanwhile, high prices left some supporters attending one match when they wanted to attend three or four.
The seats were sold. That does not mean they were full.
But with more tickets reaching domestic fans, could the tournament still achieve something FIFA has pursued for decades and finally push football into America’s sporting mainstream?
