Berkeley City Council will vote July 28 on a new program intended to ameliorate the city’s struggles with stalled construction by introducing new beautification standards for commercial districts. While the exact nature of the standards remains uncertain, they could require the installation of public murals, landscaping and “temporary creative use.” If property owners fail to comply, the city could revoke their land use permits. The program will also allow the city to declare properties blighted based on long-term vacancy, which would open the door for the city to take a variety of actions on the property.
