The Des Moines City Council has revived a plan for a drive-thru coffee bar downtown despite its failure to receive approval from the city plan and zoning commission. The council's 6-1 decision Monday, Aug. 3, overruled the commission's 5-5 deadlock in June on Heart of America Group's plan for a Hyper Energy Drink Bar at 100 SW 11th St. It fell one vote shy of the majority needed for passage because the project didn't conform with the city's long-term walkability vision for downtown. The denial came despite support for the project from the city's planning staff, which recommended zoning exceptions because of the site's unsuitability for other development. Bordered by W Martin Luther King Jr. Parkway and a railroad track, the property's long, narrow shape makes it challenging for traditional urban development, the staff found.
