USS Congress, the fourth of the Navy’s original six frigates to enter service, was commissioned on Aug. 15, 1799. Built by James Hackett in Portsmouth, New Hampshire, and designed by naval architect Joshua Humphreys, Congress was rated as a 44-gun frigate. She was one of the three larger frigates designed to carry heavier armament. USS Congress served the nation for 35 years before being decommissioned in 1834, leaving behind a record of service in the early history of the U.S. Navy.
