U.S. Capitol Police arrested a California man with a guillotine in the bed of his pickup truck Tuesday afternoon, police said.⁠ ⁠ Officers noticed the guillotine when they came across the pickup parked illegally in the 100 block of East Capitol Street about 3 p.m., police said.
