According to @wfaa, Dallas parking enforcement will use windshield immobilizers aka Barnacles, on vehicles with three or more delinquent parking citations in a calendar year. _________________________ Instead of being towed, drivers will have to pay a $100 Barnacle fee and all outstanding tickets to have their car released. They’ll also have to authorize a $300 refundable credit card hold. Once everything is paid, drivers will receive a code to unlock the device, but they’ll have to return the Barnacle to a designated drop box.
