Justin Bieber wrote 'What Do You Mean?' alongside Jason "Poo Bear" Boyd and Mason Levy, with production handled by MdL and co-production from Bieber himself, recording it that June at Record Plant in Hollywood. Despite early media speculation tying the track to Skrillex, following Bieber's success with him and Diplo on "Where Are Ü Now" earlier that year, a spokesperson later confirmed to Rolling Stone that Skrillex had no involvement, and that MdL, who'd previously worked with Bieber on 2012's "Boyfriend," produced the song instead. It served as the lead single from his fourth studio album, 'Purpose.'
Bieber announced the single that July on Ryan Seacrest's radio show, where his manager Scooter Braun handed Seacrest a handmade promotional sign for the occasion and suggested he share it on Instagram.
