At Ingalls Street and La Salle Avenue, a relatively quiet, T-shaped intersection nestled between low-slung apartment complexes in Bayview-Hunters Point, rolling “California stops” are the norm. On a recent Wednesday afternoon, a steady stream of cars approached the three-way stop. As they neared the stop signs and white-painted crosswalks, nearly every driver slowed, peeked around and proceeded, rather than coming to a full stop. Drivers only fully stopped when other cars — or the occasional pedestrian — were also at the intersection. And in recent months, police have taken note: In May and June, the intersection was the most ticketed location in the city, the Chronicle found.
