Two fired Phoenix police officers accused of kidnapping and assaulting a couple during an off-the-books traffic stop had previous disciplinary issues, newly released records show. Prosecutors say Antonio Felix and Luis Vasquez Jr. held a man and woman against their will during the August 5 stop, assaulted them, used a Taser and threatened the driver with a gun. Neither officer activated his body camera or reported the encounter. Records show Felix previously failed to promptly report a use of force and was involved in three out-of-policy police vehicle crashes. Vasquez missed four court appearances and was reprimanded after failing to properly investigate a collision or activate his body camera. Both officers were fired and face multiple charges, including kidnapping and aggravated assault.
