Memphis politics did not change by accident—pioneers like Walter L. Bailey Jr. helped change it. For more than five decades, the Memphis attorney, civil-rights advocate and longtime Shelby County commissioner fought to expand Black representation in the courtroom, government and throughout the community. From his involvement in historic civil-rights efforts to serving as lead counsel in the landmark U.S. Supreme Court case Tennessee v. Garner, Bailey’s influence reached far beyond Memphis. He didn’t simply witness history—he helped make it while opening doors for generations of Black attorneys, elected officials and civic leaders. More than half a century later, the bridge Walter L.
