The contract was awarded to Charles Mann Enterprises, whose founder is a former Washington Redskins player and three-time Super Bowl champion. The spending comes as the Trump administration pursues a much broader overhaul of the White House and its surrounding grounds, with other projects carrying price tags in the hundreds of millions.
