Litter on the on-ramp of exit 74 (Squirrel Hill) heading westbound on 376. That mattress has been there for at least a month. I grabbed a plastic bag from my glovebox and picked up the little stuff, but the question is: who is responsible for keeping the roads clean (aside from us being good citizens and NOT LITTERING)? Our team argues that PennDot is responsible in some areas but municipalities in others. If nobody takes responsibility, how do we keep our roads clean? The mattress may have been littered or it may have fallen off a truck on accident. Small trash may have blown from a receptacle during a wind storm.
