A new study from Portland State University released Thursday takes an unusual approach to documenting the gaps in Multnomah County’s homeless services. Called the Pathways Study and funded by Multnomah County, the 176-page report was created by traditional university-based researchers working with a team of 15 people who have experienced homelessness.
