Each year, the state constitution prevents about a quarter-million Virginians from voting, serving on juries or running for office — due to a felony conviction. And they can only petition the governor to request those rights back. Ballot Question 3, a proposed constitutional amendment going to voters this fall, would make that rights restoration process automatic after their incarceration ends.
