Gov. Gavin Newsom vetoed a bill Sunday that would have prohibited California public universities from disqualifying a student from employment based on their legal immigration status.
Assembly Bill 713 would have barred California public universities, including UC system campuses, from excluding students from employment positions because of failure to provide proof of federal employment authorization. The bill would maintain that the federal ban on the employment of those without legal immigration status does not apply to state agencies, including public universities.
In his veto message, the governor cites concerns about the bill’s “unintended consequences,” such as retaliation from the federal government as well as criminal and civil liability for state employees.
