Cuban Foreign Minister Bruno Rodriguez accused the United States of imposing an "energy blockade" on Cuba and said the measures were equivalent to a naval blockade, which he described as an "act of war" under international law. Addressing the United Nations General Assembly, Rodriguez said Washington had since January intensified what he called its long-standing economic pressure on Cuba by using "intimidation and coercion" to prevent other countries from exporting fuel to the Caribbean island. "Since January 2026, this aggression has strengthened and become more cruel and more dangerous with the imposition of an energy blockade," Rodriguez said.
