Instead of treating it as just a UI issue, I followed the dependency chain: Identity → Project → IAM permissions → API enablement → AI service The key learning was simple but important: authentication does not equal authorization. Being able to access a Google Cloud project does not necessarily mean you have permission to inspect IAM policies, enable APIs, or consume services.
