That was one of the hardest questions raised by residents at my Etobicoke North Townhall meeting. Residents spoke about public drug use, alleged drug dealing, disorder and behaviour they don't want their children exposed to — particularly around schools and neighbourhood spaces. Some residents blamed Mayor Olivia Chow and described City Hall as too lenient. My response was simple: If we have laws but residents repeatedly see serious problems without an effective response, they are going to ask: where is the order? A councillor cannot arrest someone. A councillor cannot prosecute someone. A councillor cannot order a judge to put someone in jail.
