About 300 day shift workers at fruit and vegetable processor NORPAC in Brooks were three hours from reaching the end of their shift Thursday when word spread that U.S. Immigration and Customs Enforcement agents were on the company’s property. The news triggered panic and confusion. A group of about 30 frightened workers ran out the facility’s back door, across a large field and into a wooded area nearby, said Danny Paniagua, who works at the facility as a human resources coordinator.
