Just start with what you have; that’s the most important part.
I’d like to create a term, which I call “gear paralysis,” which basically means people thinking they need better gear before they can start actually creating.
The most important thing is to start experimenting and learning with what you have. Investing in your own knowledge and getting experience in the field will be even that much more valuable when you finally do invest in fancier lights.
Part of the fun of light painting is how open-ended and creative the medium is. This ties into the creative infinite possibilities there is for lights you use. Try using lights you have lying around the house or create your own. That’s part of the fun.
And most importantly, don’t stress about the gear so much and just get out there and have some creative fun.
