Police in Manchester have admitted that there was a "missed opportunity" to stop the man shot dead as he attacked the Heaton Park synagogue last October. When he carried out the attack in which two people died, Jihad al-Shamie was already on police bail - accused of attempted rape. But although police had taken his mobile when he was arrested, they didn't examine it at the time.
