Big rigs are backing up away from the crowded Interstate 10, parked in rights of way, residential streets and private land — particularly north of the freeway in Surprise. This recent trend grew to be the subject of a lengthy Surprise City Council work session discussion Sept. 20. City Manager Bob Wingenroth said many city residents drive trucks, and truckers are required to take breaks.
