So far in the 118th Congress, Sen. Joe Manchin of West Virginia has voted in line with Pres. Biden’s position just 21% of the time — a 67-point decline from the 117th Congress, when he voted with Biden 88% of the time. But it’s hardly a surprise that he would want to distance himself from the president: Next year, Manchin faces arguably the toughest fight of any senator up for reelection, running in a state that Biden lost by almost 40 points.
