Residents in East Palestine, Ohio, want federal help after being exposed to toxic dioxins by a Feb. 3 train derailment. Jessica Conard lives in the town and wrote an op-ed in "Newsweek" telling President Joe Biden to visit and bring FEMA. "On Balance" host Leland Vittert speaks with Conard about why a Biden visit matters. Conard says declaring the area an emergency would open up vital resources and believes the community shouldn't be penalized for how it voted in 2020. "This isn't about politics. This should be a bipartisan effort," she says.
