Secretary of State Antony Blinken has spoken by phone with Paul Whelan, the American who has been wrongfully detained by Russia for more than four years. Whelan was accused of being an American spy when he was arrested in December 2018, an accusation the U.S. government denies. He's serving a 16-year sentence in a remote Russian prison camp. Paul Whelan's brother, David Whelan, expressed doubt that the call could signal a potential prisoner swap. "(The call) doesn't indicate that there's any movement in Paul's case," Whelan said #OnTheHill.
