It's not Pittsburgh without construction: Traffic starts to build on the Liberty Bridge on Monday as the right northbound lane and the ramp to the Boulevard of the Allies is closed. Restrictions began Monday for the $80 million bridge rehabilitation. Traffic configurations will change three times a day, with 15-minute closures possible at times.
