The bill some in Congress were quietly pushing, one that would have extended Caesar sanctions and imposed even stricter restrictions on Syria’s new government than Assad ever faced, is now dead. In its place, a clear path forward: H.R. 3941, the bipartisan bill to repeal Caesar, has just been submitted as an amendment to the 2026 NDAA.
